NOTE TO RENTERS OF SPRING VALLEY LAKE:
Some property management companies, real estate agencies, and property owners are giving incorrect information to tenants in regards to using the SVL amenities. Outlined below are the requirements for a tenant to use the amenities.
This information is to provide you with correct information regarding the Spring Valley Lake Association’s rules and regulations in regards to a tenant’s usage of the Association’s amenities.
Tenants have the option to choose whether or not to become Association members. Property owners’ memberships and payment of annual assessment dues are mandatory. Outlined below are the procedural requirements for a tenant to obtain membership privileges.
Tenants must come in to the Association office and complete a request form for an Associate Membership.
The Association will send a letter to the property owner regarding the tenant’s request. The letter outlines the property owner’s responsibilities regarding his/her tenants.
The letter must be signed and returned by the property owner to the Association office.
Upon receipt of the owner’s written approval, the Association requires a copy of the tenant’s current lease agreement.
The Association will notify the tenant regarding his/her approval via phone and/or mail.
Tenants can pay membership fees in full or quarterly depending on the date his or her lease agreement begins. The membership term begins on November 1st and expires on October 31st of the following year. The fees are listed on the Application form.
Tenants need to renew their memberships annually (see steps 1-6).
Associate membership fees for tenants are determined annually by the Board of Directors in August each year and will be made available to the members in the following month.
An Associate membership purchased by a tenant allows him/her to use the parks, beach, fish, register a boat, rent a slip, rent a stall, rent the facilities and participant in Association activities. Separate fees are required for use of some of these amenities.
Section 2.6 of the Spring Valley Lake Association’s Rules and Regulations (page 3) states, “Owners may allow anyone to use the passes except tenants renting or leasing homes in Spring Valley Lake. Owners who allow tenants to use their guest passes are in violation of these rules and may be cited. A citation for misuse of Association ID cards or guest passes is $100.00. In addition, a property owner may lose his/her privileges.
NOTE TO PROPERTY OWNERS OF SPRING VALLEY LAKE:
When renting your house to tenants there are two important things that Spring Valley Lake property owners need to know.
First, a property owner's membership is not transferable to tenants. Many people, including realtors, property managers, property owners, and tenants, mistakenly believe that tenants can use a property owner's membership cards because the owner has paid his/her assessment dues. This is incorrect.
Spring Valley Lake's Rules and Regulations (Section 2.6 on page 3) state, "Owners may allow anyone to use the passes except for tenants renting or leasing homes in Spring Valley Lake. Owners who allow tenants to use their guest passes are in violation of these rules and may be cited." A citation for misuse of Association ID cards or guest passes is $100.00. In addition, property owners could also lose their membership privileges.
Second, a property owner is responsible for the actions of his/her tenants and their guests. If a tenant incurs a citation for barking dogs, an unregistered vessel, or failure to maintain landscaping, then the property owner receives the citation and the bill for the fine. One unfortunate owner now owes several hundred dollars for a tenant's citations. Please make your realtor, property managers and tenants aware of SVL Rules and Regulations, CC&R's and bylaws.
